Interests
1. The Chair reminded those attending the meeting to declare any commercial or other interests they might have in any of the agenda items. It is necessary to declare interests, as per the Code of Practice for Scientific Advisory Committees and Councils (CoPSAC, 2021). Members should ask themselves whether the public would reasonably consider that the interest in question might influence them (and thus their perceived independence).
Item 1: Welcome and Apologies
2. The Chair welcomed all attendees to the meeting. No apologies were received. The Group was introduced to Dr Tahmina Khan who replaced Mr Michael Dickinson as Regulated Products Team leader.
Item 2: Matters arising
3. The dossier update table with the overall progress of all FCM dossiers was presented to the FCMJEG Members. More detailed updates on the following dossiers/applications were given by the Secretariat: RP1898, RP262, RP1415, RP1642, and RP2147.
4. Members were informed that the 3rd draft Committee Advice Document for RP1741 and the 2nd draft Committee Advice Document for RP1862 had been circulated to members and would be finalised via correspondence.
5. RP53 and RP1702 were presented at the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment (COT) meeting in July 2024 and amendments and clarifications were suggested. It was agreed that RP53 would be finalised via correspondence. RP1702 was presented to FCM members during the current meeting.
6. In terms of publication, RP1190 was finalised and published in July. The risk management document has been drafted and is in the process of being reviewed.
7. TMBPF-DGE will be finalised by FCMJEG/COT in due course and will go to the applicant for review and published in due course.
8. Ocean bound plastic (OBP) will be finalised by FCMJEG/COT and published in due course.
Item 3: Minutes of the last meeting – 3rd July 2024
9. The FCMJEG requested minor editorial changes.
10. The Secretariat agreed to re-circulate the minutes for review once the required editorials had been carried out.
Item 4: Review of the Fourth draft Committee Advice Document for a Plastic Additive (RP1702) (Reserved)
11. The Group first reviewed the Application in their February 2023 meeting. Following this, a Request for Further Information (RFI) was issued to the Applicant. The applicant provided additional information and an update paper with the additional information was presented to members at the July 2023 meeting. In the October 2023 meeting, the first draft of the Committee Advice Document was presented to members and the second draft of the Committee Advice Document was presented in February 2024. The Committee Advice Document was presented to the Committee of Toxicity (COT) in July 2024.
12. The draft Committee Advice Document and the COT comments were presented to the FCMJEG.
13. The Secretariat will perform the requested changes and provide an updated draft for review by email correspondence to the COT and FCMJEG in due course.
Item 5: Chopped Carbon Fibre in the manufacture of polyether ether ketone (PEEK) plastic materials and articles intended to come into contact with food (RP2147) (Reserved)
14. The Committee first reviewed the Application during their April 2024 meeting. Following this, a RFI was issued to the Applicant. The response from the applicant to the RFI was presented at this meeting.
15. The committee discussed the applicant’s responses regarding the analysis of impurities and the migration testing. They concluded that further information and clarification would be required on some of these experiments and some of the additional data supplied would need further analysis by the committee. The majority of the new information provided by the applicant was considered satisfactory by the committee.
16. The secretariat will draft an RFI to be sent to the applicant and the committee will discuss the remaining part of the dossier in the next meeting.
Item 6: Any Other Business
Site visit
17. The FSA Food Additives, Flavourings and Contact Materials Policy Team have been invited to attend a site visit by a recycler taking place in September 2024. Attendees were advised to come in suitable footwear and to arrive at the site at 10am.
Update on Regulated Products service continuous improvements
18. Members were reminded that a document regarding the new continuous improvement processes was circulated in April 2024. This document outlined the different kind of ways of working, which included the use of other regulatory opinions and the abbreviated processes that will be used. Members were updated that there is a new regulated products decision panel, and they have approved feed additive, GM and novel food applications so far. A document with the approved applications will be circulated to members for information.
Appointment of a permanent Chair
19. It was decided that FCMJEG will continue operating under a rotating Chair system where the appointed Chair changes every two meetings.

20.The idea of Research questions for ocean bound plastics should be raised at the next meeting
Item 7: Date of next meeting
21. The next meeting will be on the 2nd of October 2024. This will be a virtual meeting held on Microsoft Teams.
